The clashes included competition between the southern and northern states for power in Congress and control of future territories. The same factions also emerged when the Republican Democratic Party began to lose its coherence. In an April 22 letter to John Holmes, Thomas Jefferson wrote that the division of the country created by the line of compromise would ultimately lead to the destruction of the Union: Thomas Jefferson was elected the third president of the United States on March 4, 1801, after being elected on February 17, 1801 in the 36th round of the country in a tightest and most divided presidential election in the country. In his first inaugural address, President Jefferson put an end to political wounds by introducing himself to bipartisan political unification. The accession of another slave state would increase power in the South if northern politicians had already begun to deplore the three-fifths compromise of the Constitution. Although more than 60 percent of white Americans lived in the North, northerners had only a small majority of congressional seats until 1818. The additional political representation attributed to the South as a result of the three-fifths compromise gave the Southern states more seats in the House of Representatives than they would have had if the number was based solely on the free population. Since each state had two seats in the Senate, Missouri`s admission as a slave state would lead to more southern senators than northern senators.
 A bill to allow Missouri residents to draft a Constitution and form a government about to enter the Union was introduced in the House of Representatives on February 13, 1819 in the Committee of Representatives. James Tallmadge, of New York, offered tallmadge`s amendment, which prohibited the introduction of slaves into Missouri and provided that all children of slave parents born after admission to the state should be released at age 25. The committee passed the measure and included it in the bill, which was finally passed by Parliament on February 17, 1819. The Senate refused to agree with the amendment and the whole measure was lost.  Decades later, the Americans applauded the 1820 agreement as an essential compromise, almost at the sacred level of the Constitution itself.  Although the civil war broke out in 1861, historians often say that compromise helped to repel the war.  Jefferson considered the 1800 presidential election, which the presidency earned him, as the second American revolution.
